Entrance exam prioritising Vietnamese Heroic Mothers stirs experts’ concerns

Vietnamese Heroic Mothers will receive bonus points if they participate in university entrance exams, according to the Ministry of Education and Training.

According to the revised circular No.24/2013, issued on July 4, these following groups of people will enjoy this priority, including Vietnamese Heroic Mothers; people who joined revolution before January 1, 1945 and those who participated in the revolution between January 1, 1945 and August Revolution 1945. Others are people who were affected by toxic chemicals during the wars or those arrested and imprisoned by enemy. People who supported the country’s revolutions are also on the list.

These people will receive two bonus marks for their university entrance exams.

The circular also adds four groups for receiving two bonus marks, comprising children of Labour Heros during wartime; children of those who joined the revolutions and were imprisoned; children of people who joined activities to protect the nation and did international tasks and children of those who support the revolutions.

The circular will take effect from August 19 this year.

According to an associate professor, Dr.  Van Nhu Cuong "Only a small number of Vietnamese Heroic Mothers are still alive and are too old to take part in a university entrance exam. The revised circular is difficult to understand and unrealistic. Management agencies should re-consider this to find out whether or not it is a typo.”

Prof. Dr. Nguyen Mau Banh, said Vietnamese Heroic Mothers who are still alive must be at least 70 years old since the war against the American. Meanwhile, people who took part in the revolutions before January 1, 1945 are also too old and there are just few among them who are still are alive.

However, a representative from the Ministry of Education and Training said the revised circular is based on the government’s decree on priorities for people who contributed to revolutions. He noted that some past recent exams saw the participation of elderly people.
