The decisions were made after the Ministry of Education and Training conducted an inspection of training institutions in May.
Violating institutions were forced to halt training to wrong students and return the tuition fees to them.
Hanoi University of Business and Technology was fined VND60 million (USD2,861) for enrolling wrong students for their joint training programmes with foreign partners.
Hanoi Medical University was fined VND5 million (USD238.5) for illegally enrolling two students who didn't have DELF B1 degrees for a joint training programme with French institutions of Paris Descartes University, Paul Sabatier - Toulouse III University and Aix - Marseille.
The investigative agency required that Hanoi Medical University halt training to these two students and return tuition fees and make compensation for them if they failed to get their DELF B1 degrees through July.
Hanoi University of Agriculture was fined VND7.5 million (USD357.74) for illicitly enrolling three students who didn't acquire TOEFL scores of 450 for a joint training programme with Universities of the French-speaking Community of Belgium.
The university must halt training and return tuition fees to these students if they fail to accomplish English proficiency before August 1.
Van Xuan University of Technology was fined VND102.5 million (USD4,889) for illegally enrolling graduates of vocational training schools and colleges for continuous training at university level.
Haiphong People Founded University was fined VND7.5 million (USD357.74) illegally providing continuous training at university level for 225 college graduates in 2010.
ASEAN College was fined VND35 million (USD1,669) for illegally cooperating with Viet Anh Vocational Training School to provide continuous training at college level for graduates of vocational training.
The HCM City-based College of Civil Construction 2 was fined VND15 million (USD715.5) for violating regulations of degree and certificate granting.
Lao Cai College of Education was fined VND4 million for violating the government's regulation on in-service training.
Nguyen Huy Bang, the ministry's chief inspector, said they have requested violating universities to find suitable institutions for ineligible students of their illegal training. School must halt training and return tuition fees to ineligible students.
